Increase Jail/prison sentences for disruptive/rdm/vdm behaviour

In an effort to dissuade individuals from engaging in RDM/VDM, it may be useful to extend the minimum length for which a player is incarcerate for, from the current 10-18 minute range, to 1+ hours, in circumstances where RDM and VDM are not valid role plays.

This would include:
- Doing burnouts or driving through/dangerously at EMS scenes
- Deliberately driving into a VICPOL/EMS vehicle, stationary, in motion, or at a scene
- Deliberately killing an EMS worker
- Using explosives of any kind to kill city staff
- Shooting any city staff
