Has there ever been a suggestion for some of the local cars that are parked on the side of the road to be locked and need to be hot wired or lock picked to steal. It might help force more RP with working and and less random cars just smashing crap for the sack of it. A hot wiring or lockpick tool could be acquired at certain hidden locations and have say 3 picks so they need to buy a new one after so many times of being used which forces the player to use money and also work for that money.

Players cars that have broken down and abandoned and left in the middle of the road should be impounded for a small fee if the player has not attempted to push the vehicle out of the way of traffic. Instead of player contacting RACV/TBT they leave cars all over the road and just run to a garage to spawn a different vehicle to avoid a repair fee. this would be fine if they removed there original car from the middle of the roadway.
