    Civs need to purchase guns through the police system with police consent. This could stop the extreme amount of guns as they would be hard to get. Also make them more expensive to buy something like over 200k. Hopefully the system would stop the overuse of guns in the city which is not realistic and cause people to not want to use their guns in case they were to have them removed by police.
