I don't know if this is possible but have seen in other cities a CB radio as a carried item in the inventory. The channels are open and non-encrypted but there are rules like first on the channel owns that channel for the duration of the day or something or other. I think the addition of something like this would be a really good idea. I've found my experience in the city has degraded due to the use of discord as a comms device as it separates me from the city. This would be a good way to enforce one of the server rules too as it removes any doubt and stops people having to say they're using bluetooth.
