I personally believe there should be a owner/manager of the dealership that sells Second Hand Cars.
If an owner were added cars that request to be sold will be placed in a "waiting" list.
The Car yard owner then has permissions to approve the vehicle for sale or deny it.
This would stop the car yard from being flooded with overpriced vehicles and also add an extra role-player situation to selling your second hand vehicles.
Perhaps Luxury Autos could take the car yard operations under their duties?
