This is related to your pc not being able to handle running FiveM at whatever settings you are currently trying to run it on.  FiveM is super un-optimized so most people can't get past "normal" graphical settings. If those don't work for you I suggest dropping them to low and giving it another try.

(Theoretically it could be because of the server but if it was everyone would be getting those messages so I think it is safe to assume your pc is the problem.)
